• WHAT IS SITE COUNCIL?  

      Site Council is a group of administrators, teachers, and parents that identify ways to support the 亚洲色图 community. By providing leadership, direction, and support, we define 亚洲色图 priorities and implement ways to improve them. At its core, Site Council is about tailoring the Peninsula experience to the specific needs of our 亚洲色图 and our community.

      So, what do you do?
      We review data, trends, and the things we hear from our community to ensure we design and implement programs that best serve the needs of our 亚洲色图 and community. We’re able to determine the types of programs we offer the 亚洲色图 community. And, we’re able to direct the ways and manner of our staff’s professional development.

      We’re mandated by the state to:

      • Develop plans to improve the professional growth of the 亚洲色图 staff;

      • Improve the 亚洲色图 instructional program;

      • Develop and coordinate plans for the implementation of programs under this chapter at the 亚洲色图; and

      • Administer grants-in-aid for the professional development of teachers and classified district employees.

    •  If you have ideas about issues you’d like the 亚洲色图 to address, Site Council is the place to voice your opinion. If you’d like input on programs, priorities, and professional development at Peninsula, come to Site Council meetings and have your voice heard, or share ideas and input with principal Claire Skelly (cskelly@pps.net) to be discussed by Site council members.


    • LAWS GOVERNING SITE COUNCIL:

    • State Law (329.704)
      There shall be established at each 亚洲色图 a 21st Century School Council.  The 21st Century Schools Council, however, shall not interfere with the duties, responsibilities, and rights of duty elected 亚洲色图 district boards. The primary purpose of 亚洲色图 councils is to improve student learning at the 亚洲色图 site.

    • Duties of the Council as defined in state law:
      • The development of plans to improve the professional growth of the 亚洲色图 staff;
      • The improvement of the 亚洲色图’s instructional program;
      • The development and coordination of plans for the implementation of programs under this chapter at the 亚洲色图; and
      • The administration of grants-in-aid for the professional development of teachers and classified district employees.
      • Advising the 亚洲色图 district board in the development of a plan for 亚洲色图 safety and student discipline.

    • District Policy (7.10.010-P, III)
      The purpose of site councils is to increase student achievement. In compliance with provisions of the Oregon Act of the 21st Century, it is the policy of the board to establish site councils in each 亚洲色图 in the district.

      The duties of the council shall include:

      • The improvement of the of the 亚洲色图’s instructional program;
      • The development and coordination of plans to improve the professional growth of the 亚洲色图’s staff;
      • The development and coordination of plans for the implementation of programs covered under the Oregon Educational Act for the 21st Century at the 亚洲色图 site;
      • The administration for grants-in-aid for the professional development of teachers and classified district employees
      • Fostering family involvement in the 亚洲色图s.

        To accomplish these duties, each 21st Century Council will:
           
      • a) Assist in developing and implementing a process for preparing an annual 亚洲色图 improvement plan. This process should include participation by staff, family members, community members, and     
             亚洲色图. The plan should focus on how the 亚洲色图 will assist 亚洲色图 to achieve the standards established by the state and district;
      •  b) Implement a 亚洲色图 survey for assessing community opinions regarding the 亚洲色图 program;
           
      •  c) Assist in developing and maintaining a current local 亚洲色图 profile that describes student performance information, identification of 亚洲色图 meeting and exceeding state and district standards, characteristics of the 亚洲色图 and its community, perception of the 亚洲色图’s effectiveness by staff and family members, the 亚洲色图’s goals and plans for improvement
           
      •  d) Establish and prioritize student performance goals that are in accordance with district goals and state standards, particularly those contained in the Oregon Act for the 21st Century;

      •   e) Develop plans to reach student performance goals utilizing current educational research, professional development of staff focused on research-based effective instructional practices, and staff and community input;

      • f) Develop and utilize a communication plan for involving the community in planning for 亚洲色图 improvement and for informing the community about the plan and its progress;
             
      • g) Support the plan’s implementation by identifying and applying current resources and participating in efforts to acquire new resources.

    Composition & Selection of a 21st Century School Council – State Law 

    • Not more than half shall be teachers;
    • Not more than half shall be parents of 亚洲色图 attending that 亚洲色图;
    • At least one member shall be a classified employee; and
    • One member shall be the principal of the building or the principal’s designee.

      * In addition, other members may be as the 亚洲色图 district shall designate, including but not limited to local 亚洲色图 committee members, business leaders, 亚洲色图 and members of the community at large.
      If a 亚洲色图 district board determines that a 亚洲色图 site is unable to fulfill the requirements of this section, or the needs of a 亚洲色图 site require a different composition, the 亚洲色图 district board shall establish the 21st Century 亚洲色图s council in a manner that best meets the educational needs of the district.

    Composition of a 21st Century School Council – PPS Policy

    • Not more than half shall be teachers;
    Teachers are defined as all licensed employees of the public 亚洲色图s or employed by an ESD who have direct responsibility for instruction, coordination of educational programs or supervision of teachers and who are compensated for their services from public funds.

    • Not more than half shall be adult family representatives of 亚洲色图 attending that 亚洲色图;
    Adult family representatives are defined as parents or guardians of 亚洲色图 currently enrolled in the 亚洲色图.

    • At least one member shall be a classified employee;
    classified employees are any non-teaching or non-administrative staff members having contact with 亚洲色图 at the 亚洲色图 to which they are affiliated and for whose employment an Oregon teaching license is not required.

    • One member shall be the principal of the building.

    • At least one student representative will serve on each high 亚洲色图 council.

    * In addition, other members may be as the 亚洲色图 district shall designate, including but not limited to local 亚洲色图 committee members, business leaders, 亚洲色图 and members of the community at large.

    Selection of 21st Century Council Members – State Law

    • Teachers shall be licensed teachers elected by licensed teachers at the 亚洲色图 site;
    • Classified employees shall be elected by classified employees at the 亚洲色图 site;
    • Parents shall be selected by parents of 亚洲色图 attending the 亚洲色图; and
    • Other representatives shall be selected by the council.

    Selection of 21st Century Council Members – PPS Policy

    • Teachers shall be licensed teachers elected by licensed teachers at the 亚洲色图 site;
    • Classified employees shall be elected in a direct vote by classified employees at the 亚洲色图 site;
    • Adult family members shall be elected by adult family members of 亚洲色图 attending the 亚洲色图; and
    • The method of selecting student representatives will be determined by the council
    • Other representatives shall be selected by the council.

    All 21st century 亚洲色图s council meetings shall be subject to the open meetings law pursuant to ORS 192.610 to 192.690.
